Upon arrival i replaced parts. After replacement unit still constantly sparking valves are good turning normal now. I called techline with did trouble shooting and polarity is reverse (picture attached). Neutral to ground has 120v. I made customer aware need electrician to correct polarity. Techline documented unit is open box customer aware strip and broken screws on unit thats cosmetic wont affect performance of unit. Unit working as designed.
